    Letter to the Economist:-

    Sir,

    Bagehot writes of governments leaving behind policies to stymie their successors and cites examples from both major parties over recent elections.

    In 1975 Harold Wilson set up a Royal Commission on the National Health Service to consider the "best use and management of the financial and manpower resources of the NHS", reporting In June 1979 (by which time his party was in opposition).

    Over the past half century health provision has changed almost beyond recognition in both the potential for treatment and cost, and whilst almost all civilised countries have some sort of socialised health provision (the notable exception being the USA), no-one has chosen to follow our funding model.

    As all politicians seem to wish to do 'something' about the NHS, might I suggest time is overdue for another Royal Commission to consider exactly what services we should expect 'our' NHS to provide for us as we continue into the 21st century and how we can expect to pay for them.

    It would be a useful legacy for the future whichever party forms a government when it reports.
