    Take your word for it, Martin. However, if I were living in a house overlooking the Tram Shelter, I would stick a camera in one of my upstairs windows straight away, zoomed on the shelter and recording on a hard drive. That would enable the locals to identify the perpetrators whether or not the courts would be interested. Should imagine that knowledge would deter the little blighters doing the damage as expect they live locally. An "Historic Dover" plaque would not go amiss affixed to the shelter and with a prominent warning on the bottom to the effect that it is being recorded on CCTV. Total cost a fraction of the expense of continuously replacing the broken glass.
