  No lights in a town's streets is such a backward step we have literally gone back to Victorian times.
  
  I see no reason we could not use solar power street lamps my daughter's small version work perfectly in the garden so long as the surface is clean.
  
  No or poor lighting was bound to be ideal for the criminal and vandal, even if you 'see' the miscreant how can you give an accurate description of their features without any lights.
