    The decision whether to allow DHB privatisation proposals to proceed or not has been delegated by the Secfretary of State for Transport to Theresa Villers, Minister of State. As this decision is being treated as a quasi-judicial decision and the Secretary of State has delegated it to Theresa Villiers, the Secretary of State is not allowed to influence the decision. Theresa Villiers is therefore the 'decision Minister' in this particular case, just as Jeremy Hunt became the 'decision Minister' over BSkyB.

    The decision will be over whether the DHB proposals fulfill the criteria set out by the Government, in particular whether or not the DHB proposals create an enduring and significant influence for the community over the future direction and development of the port and a benefit from increases in profitability, revenue and value of the port.
