    In fact, DDC should be looking into this solution, as it is relevant to the preservation of a listed and green area with historical sites.
    It would be more appropriate than planning to build hotels, hundreds of houses and big-time memorials up there designed to attract large crowds but with no parking space.

    Otherwise it looks like the secret idea behind it all is to regenerate Dover and attract people to the local shops and hotels, which really goes beyond the competence of the Western Heights Preservation Society and of DDC.

    The preservation of Western Heights should keep within its remit!
