  Half of the PoW pier is already under concrete from when the hoverport was built.
  
  The roman remains under York St aren't buried forever, the profile of the road was raised from the original design (thanks I think to a local surveyor putting the idea forward) so they can be exposed again once we've run out of petrol - or preferably when someone realises we don't need a dual carriageway there now then one half can be exposed straight away.
