    You are right, Roger. But, if the Treasury needs the money, and does not take it from hiked fuel taxes, then they might have to reduce pensions, or JSA, or other benefits, or working tax credits, or spending on the NHS, or on the armed Forces, or on the Police...

    Otherwise they could put a special one-off tax on the super-rich...or not give aid to India...

    But somewhere, the money must come in, and it's probably each individual's preference where it should come from.
