How very sad such little respect for The Town Mayor..Pam is hard working and very knowledgeable lady.Pam had hardly taken office before the knives were out.All the years the memorial was under the control of DDC there was never a call for a flag to be installed.

The Mayor might be a likeable, knowledgeable and hard working lady but to go against the wishes of so many people what else would you expect from those who disagreed with her minority stance.
Interesting that the last couple of DTC Mayors sided with her, mayors united by any chance.

Comes across as another town council fiasco, the overwhelming majority of councillors that attended supported the petitioner but I suspect that further intransigence will take place and it will be a long time before a flag is flown.
Mind you if the Scots vote for independence in a fortnight we will have years of discussion over the new flag.

There was never going to be a problem except that 6 months ago a Cllr suggested that we look into this and report back,in 6 months.The personal attacks on the Council the Mayor and the Town Clerk were totally unjustified as we were as far as I know all in favour of it,I pointed out at the meeting that and I was stopped on the way to the meeting and was asked again why didn't we fly the flag from Dover Town Hall,the simple answer is we can not fly a flag from the Town Hall as it doesn't belong to Dover Town Council but Dover District Council. The insults that the Mayor and Town Clerk had to take were terrible and it is not their decision but the full Council.
If you knew what I know,we would both be in trouble!

There is a question I would like answered.Why now has this argument been raised.For years and years when services are held at the War Memorial the flag has been flown from the Town Hall.
There is a list to direct the Dover District Council as to when it should be raised.If it's flown all the time the significance of the flag is lost.
Will we expect all our Parishes to fly a flag At their memorials.

1. Neither Maison Dieu House nor the memorial are suitable for a flag pole. MDH by virtue of the fact that it's a listed building and not structurally suitable. The memorial because you would need a 3 metre fence around it to stop vandals.
2. There already is a flag pole, it's DDC's. So why can't the flag be flown daily?

I think you will find Terry this will happen.There was no reason for all this unrest.Its the policy that should be attacked not The Mayor or indeed the Town Clerk.
When a Councillor or previous Mayor dies as with the late Diana Smallwood the flag was flew at half mast as it was at Whitfield.
Interestingly Terry hardly any comments on Merchant Navy Day as I'm sure you will agree was splendid.Thank you Terry for your help.
When something positive happens not a squeak or murmur.I did not see 3,000 there?

I have not commented on Merchant Navy Day because I suspect like many others it is of very little interest to me, I have always thought it was for those who were in the wartime Merchant Navy or had family or friends who were.
When a council is as unpopular as this one the councillors responsible are bound to be "attacked" as they decided on the seemingly wrong policies.

Flag protocol in the UK.
A quote - "Flags may be flown on every day of the year. Government and local authority buildings in England, Scotland and Wales are encouraged to fly national flags every day of the year . . . "
Which raises a point that Sue or PaulW might clarify - is Dover Town hall still a local authority building or is it simply an entertainment venue run by a Thanet company?

It's still a local Authority building .It was used for Merchant Navy Day.I hosted an event last year when a couple of naval boats visited the port. We do not hold many Civic events there as Jo public always question the cost. What a shame Jan you have no interest in tithe Merchant Navy Day.It was the men on those ships that kept our food supplies going during the war.They played a great part in both wars

Thanks for the answer Sue, but if it's still a Local Authority building that brings us back to Terry's question above, why isn't a flag flown there daily on the most conspicuous public building in the district?
If there is a list on when it is to be flown can we find out what it is and who decided it without going to the trouble and cost of a FOI?

Well Ray, you pose an interesting question. I don't necessarily agree totally with Sue.
Dover Town Hall has been tendered out as a commercial venue for more than 20 years.
There are also clauses in the agreements where both Dover District Council & Dover Town Council have free use of the building for set numbers of days.
Apart from the usual annual events such as Mayor making, Merchant Navy memorial service day & similar events DDC use their free days to support local voluntary events.
As far as flag flying is concerned, it appears there are two issues currently in play whether there should be a flag pole in or near the location of the War Memorial & also whether the Union flag should fly daily on public buildings.
DDC will deal with flag flying matter very shortly, recognising its main building with flag poles is it's Whitfield HQ.
It's other building /property with flag poles is Deal Pier. Currently the Union flag is flown daily with other international flags.
I understand Graham Wanstall regularly rises the Union flag in another DDC location, I believe?
We will continue to fly the Union flag on the usual anniversary dates & other dates when requested on special occasions at the Maison Dieu.
Hope this clarifies the current position which effectively is under review.
