    Thanks for the answer Sue, but if it's still a Local Authority building that brings us back to Terry's question above, why isn't a flag flown there daily on the most conspicuous public building in the district?

    If there is a list on when it is to be flown can we find out what it is and who decided it without going to the trouble and cost of a FOI?
