There has been disagreements in the past about who's responsibility this flooding is. The Harbour Board or Highways.
The underpass is below the water level, so a proper cure needs to be made.

I can't see how it can be dhb's responsibility, it's well outside their boundary and floods from the water table. There are pumps but the inlets are clogged with silt.

I've checked before with the Environment Agency, they say it's Kent Highways responsibility but they outsource maintenance of the pumps to contractors.

Maybe those contractors need to visit there more often.

Maybe when ti turns into a breeding ground for malaria and diptheria something will be done.
